A Detailed Breakdown of the 2025 NMFC Changes

Big NMFC changes are coming in 2025. Starting in July, the National Motor Freight Classification (NMFC) is shifting to a density-based system for most freight descriptions. Here, we provide a detailed breakdown of the 2025 NMFC changes so that your business can be set up for success.

What Is the NMFC?

According to the National Motor Freight Traffic Association (NMFTA), the National Motor Freight Classification is “a standard that provides a comparison of commodities moving in interstate, intrastate and foreign commerce.” They have found that the current classifications used by shipping companies is confusing and outdated. These upcoming changes are an effort to streamline the shipping experience by more clearly defining LTL freight classifications.

What Are the Upcoming NMFC Changes?

13-Subprovision Density Scale

Shippers can expect to go from an 11-subprovision density scale to a 13-subprovision density scale. This new model will:

  • Add classes 50 and 55 for heavy, dense products
  • Apply to items without special handling needs
  • Lead to more accurate pricing, especially for dense items

Changes to Generic Group Headings

These new changes will affect approximately 5,000 commodity listings. The NMFTA plans to:

  • Condense and modernize commodity listings
  • Revise 156 generic groups (e.g., Food Stuff, Machine Parts)

These updates may require a reassessment of product categorization.

Unique Identifiers for Transportation Characteristics

The NMFC changes aim to improve communication between shippers and carriers. This requires users to get familiar with the new system for correct application. The new standard will include unique identifiers for freight with special needs for:

  • Handling
  • Stowability
  • Liability

Benefits of These Changes

Simplify the NMFC

The new system streamlines freight classification using a standardized approach based on density, handling, stowability and liability. This simplification makes it easier for shippers and carriers to understand and apply the classifications consistently.

Enhance User Experience

Users will find the NMFC easier to navigate and understand with a more intuitive classification system. This improved clarity reduces confusion, minimizes errors, and allows for quicker, more confident decision-making in the shipping process.

Increase Efficiency

The density-based approach aligns more closely with actual shipping costs and space utilization. This leads to more accurate classifications on the first attempt, reducing disputes, reclassifications, and administrative overhead for shippers and carriers.

How to Prepare for the NFMC Changes

Preparation will be key to ensuring the operations of carriers, shippers, and 3PLs are not disrupted. The UTS team is tracking every new update of the NMFC changes and is fully prepared to help you navigate them.
